Secondary use of data for Switzerland as a research location
Switzerland as a research location not only needs better data. Regulated access to existing data sets and a clear legal basis for their use are also important. This was the conclusion of the panel discussion held by the Swiss Data Alliance on March 29, 2023.
Further findings
ACCESS POINT: Access to certain data should be via an independent body that decides on a case-by-case basis - similar to applications for research funding.
DATA PROTECTION: Linked data sets, such as those used in research, are very sensitive. Authorities should not have access to them to prevent the emergence of a transparent citizen.
DECENTRAL DATA: Research needs access to data - but it should remain stored decentrally. Interoperability is essential.
PIONEERING AUSTRIA: It's not just Scandinavia: Statistics Austria opened a new, secure portal with microdata for research in summer 2022.
