Sovereignty is a matter for the state. This also applies to the digital sphere. To clarify responsibilities, the Swiss Data Alliance proposes an audit model.

Digital sovereignty comes into play where digital processes have an impact on Swiss territory and Switzerland as a state is institutionally affected. If this is not the case, it is a matter of individual everyday life.
